uilding Services, a division of Community Development, inspects and issues permits for all electrical, mechanical, and plumbing construction. This includes all residential, commercial, & industrial construction. In addition, Building Services issues permits for the installation of signs, swimming pools and garden sheds. Staff administers the adopted, building, electrical, mechanical and plumbing codes as well as the City's own Minimum Building Preservation Code. Minimum Building Preservation Code

The City of Grandview is committed to providing a clean, attractive community. Active participation and cooperation of every resident is essential to meeting this goal. Listed below are some of the major provisions of the city's ordinances about maintaining the outside of your home, garage and other buildings (Article VIII of Chapter 6).

Foundations
Foundations must be substantially watertight and weathertight, may not have openings which would allow animals to enter, and must adequately support the building at all points.

Exterior Surfaces
The exterior shall be free of holes, breaks, any loose or damaged construction material, or any other means which would allow rain, moisture, insects or animals inside and properly painted and substantially watertight and weathertight.

Trim
Trim must also be free of holes, breaks, and loose or damaged construction material and substantially watertight and weathertight.

Windows and Doors
Every exterior opening shall be fitted with a window, door, basement hatchway cover or crawl space cover. Each opening must be kept in good repair to prevent animals, rain and surface drainage from entering the structure and maintained in functional condition.

Windows
All windows are required to have full glass windowpanes. Any substitute material must be approved by the Building Official or his representative. Basement windows shall be so constructed, screened or maintained as to prevent the entrance of rodents, insects, rain and surface water into the building.

Doors
All doors must fit within their frame, with latches and hinges maintained in good working condition. Doors need to be treated to maintain a weathertight and watertight condition.

Roof & Gutters
Roofs and all parts of a roof must be maintained to keep rain, moisture and animals out. Guttering and downspouts must be repaired or replaced if broken, damaged or rusted. They must be repainted if they have peeling or scaling paint.

Attached Structures
Porches, landings, fire escapes, decks, railings and outside stairs must be maintained to be safe and support the loads they carry.

Appearance
All repairs to the exterior must be done with materials compatible with the existing treatment. When windows, doors or other exterior openings need to be covered for various reasons, the material used must be painted the same color as the structure or trim.

Penalties
If you do not maintain the outside of your property according to city laws, you are subject to a fine of up to $500, six months imprisonment or both per day of violation.

Interior Maintenance of Structures

The Minimum Building Preservation Code can be enforced on the interior of rental property. The tenant must first make a complaint to the Building Services Division of the Community Development Department. The tenant must then invite the building inspector in to the dwelling to inspect for violations of the Minimum Building Preservation Code. The Building Inspector will then start a Minimum Building Preservation Code case on the property and notify the landlord about the violations.

Dangerous Building Ordinance

The Dangerous Building Ordinance is typically used on buildings that have been damaged by fire or storms. All buildings or structures which have any or all of the following defects shall be deemed "dangerous buildings":

(a) Those whose interior walls or other vertical structural members list, lean or buckle to such an extent that a plumb line dropped from the center of the upper portion of the member falls outside the middle third of the member at any point.

(b) Those which, exclusive of the foundation, show thirty-three (33) percent or more of damage or deterioration of the supporting member or members, or fifty (50) percent of damage or deterioration of the non-supporting enclosing or outside walls or covering.

(c) Those which have improperly distributed loads upon the floors or roofs or in which the same are overloaded, or which have insufficient strength to be reasonably safe for the purpose used.

(d) Those which have been damaged by fire, wind or other causes so as to have become dangerous to life, safety, morals, or the general health and welfare of the occupants or the people of the city.

(e) Those which have become or are so dilapidated, decayed, unsafe, unsanitary or which so utterly fail to provide the amenities essential to decent living that they are unfit for human habitation, or are likely to cause sickness or disease, so as to work injury to the health, morals, safety, or general welfare of those living therein.

(f) Those having light, air and sanitation facilities which are inadequate to protect the health, morals, safety or general welfare of human beings who live or may live therein.

(g) Those having inadequate facilities for egress in case of fire or panic or those having insufficient stairways, elevators, fire escapes or other means of communication.

(h) Those which have parts thereof which are so attached that they may fall and injure members of the public or property.

(i) Those which because of their condition are unsafe, unsanitary or dangerous to the health, morals, safety or general welfare of the residents of this city.

(i) Those which because of their condition are unsafe, unsanitary or dangerous to the health, morals, safety or general welfare of the residents of this city.

(k) Those buildings existing in violation of any provision of this chapter, or any provisions of chapter 11 or other ordinances of this city.

Electrical, Mechanical, Plumbing & Sewer Permits

To obtain an electrical, mechanical, plumbing or sewer connection permits, the property owner may obtain any and all permits for projects on their property once they sign a statement that states:
1. They own the property
2. They live at that property
3. They are doing the work

If any of the above does not apply, the permits must be obtained by a licensed contractor, licensed in the City of Grandview, in their field of expertise. Plans may be required for the project depending on the scope of the project.

These permits are typically issued over the counter in the Community Development Department in Grandview City Hall, 1200 Main Street, during regular business hours. Sign, Banner & Balloon Permits

Sign permits are required for the installation of signs, banners and inflatable (balloon) type signs. Please see Section 31-24 of the Grandview Zoning Ordinance for the complete text.

Banners and inflatable type signs on commercial and industrial properties are allowed one at a time, 6 times per calendar year, for a 30-day period each. The permit fee is $25.00 each.

Occupational & Craftsmen's Licenses

To obtain a General Contractors License or any other type of building contractors' license, the contractor must make application for a business license through the Finance Department or the Community Development Department in the Grandview City Hall on the form provided. The contractor must also provide a Certificate of Insurance that names The City of Grandview as a Certificate holder. The Certificate Holder information should state the following:

The Certificate must show the limits of the general liability and if the contractor employs more than zero (0) employees the certificate must also show the worker's compensation coverage.

The contractor's business license is $50.00 per year. The fiscal year for these licenses is from the 1st of July through the following 30th of June. For more information, call (816) 316-4844.

To obtain an electrical, plumbing or heating and air conditioning contractors "Craftsmen's License", the contractor must comply with the requirements stated above plus the following: The contractor must show that he/she is currently license in a jurisdiction that the City of Grandview recognizes as requiring an approved examination for the applicable craft, or the contractor must show that he/she has successfully passed an approved examination for the applicable craft.

The contractor must make application "Craftsmen's License" through the Finance Department or the Community Development Department in the Grandview City Hall on the form provided.

The fee for the "Craftsmen's License" is $50.00 per year, but it is pro rated from the 1st of July of each year. The fiscal year for these licenses is from the 1st of July through the following 30th of June.

Plumbing contractors must also pay a $100.00 cash bond. The bond is refundable upon closing of business activities in the City of Grandview and by submitting the original receipt to the Finance Department or the Community Development Department in the Grandview City Hall.

Current Fee Schedule

BUILDING PERMITS: $75.00 minimum up to $17,000 in valuation, then $4.00 per $1,000 in valuation thereafter, except $25.00 for Storage Sheds, Carports, Above Ground Pools and Porches.

PLAN REVIEW FEE: $2.00 per $1,000 up to $100,000 in valuation, then $0.50 per $1,000 in valuation thereafter.

ELECTRICAL PERMIT: $25.00 minimum up to $2,000 in valuation, then $4.00 per $1,000 in valuation thereafter.

MECHANICAL PERMIT: $25.00 minimum up to $2,000 in valuation, then $4.00 per $1,000 in valuation thereafter.

PLUMBING PERMITS: $25.00 minimum up to $2,000 in valuation, then $4.00 per $1,000 in valuation thereafter.

SEWER CONNECTION PERMIT: $25.00 per Residential connection, $50.00 per Commercial connection

SIGN PERMITS: $25.00 minimum, or $1.00 per square foot, which is even greater.

BANNER PERMIT: $25.00

RE-INSPECTION FEE: $25.00
