he Neighborhood Services Division within Community Development enforces the animal control ordinance, zoning ordinance, and other codes pertaining to nuisances, solid waste, health, etc. that affect private properties. Staff responses include notification, issuing General Ordinance Summonses, animal impoundment, and court appearances. The Neighborhood Services Officers respond to night and weekend emergency animal control calls, as well as meetings with neighborhood groups. For questions during regular business hours, Monday thru Friday from 8:00 AM until 5:00 PM, please call (816) 316-4817. Outside of regular business hours, please call the Police Dispatcher at (816) 316-4980. The Police Dispatcher will contact Neighborhood Services and relay the information.


Animal Control

The Grandview Animal Control Ordinance helps protect the health, safety, and welfare of all citizens of Grandview. The following summarizes major provisions of this ordinance. If you have any questions or need assistance, please call the Neighborhood Services Division of Community Development during regular business hours, Monday thru Friday from 8:00 AM until 5:00 PM at (816) 316-4817. Outside of regular business hours, please call the Police Dispatcher at (816) 316-4980. The Police Dispatcher will contact Neighborhood Services and relay the information.

Vaccination All dogs and cats are required to be currently vaccinated against rabies and have a current vaccination tag on their collar at all times. This tag is considered proof of vaccination and fulfills the city vaccination requirement.

Leash Requirement Dogs are required to be either on a leash or behind a fully enclosed fenced area to prevent them from straying off an owner's property.

Cats to be controlled Cats deemed not under control are those causing injury to a person or damaging property.

Noisy animals and destruction of property Animals may not create a noise disturbance causing a disturbance of the peace nor destroy or damage property of another.

Confinement of a dangerous animal Animals having been declared dangerous must be confined indoors or in a securely enclosed approved pen. Signs must be posted around the pen area.

Right of pursuit The Humane Officer or any Police Officer is authorized to enter upon any enclosed or unenclosed ground adjacent to private dwellings within Grandview to pursue, apprehend and remove dogs or cats in violation of this ordinance.

Kennel license A kennel is any premise keeping or harboring more than four dogs or cats over the age of four months. Contact the Neighborhood Services Division to obtain information concerning the licensing of a kennel.

Animal Bites & Scratches If a minor bite or scratch occurs, wash the wound(s) immediately with soap and water. If the wound is severe, call 911 and consult with your doctor. It is the duty of any person injured by an animal bite or scratch to report the incident to the Neighborhood Services Division or the Police Department. It is also the duty of the owner of the animal involved in injury to notify the Neighborhood Services Division or Police Department of the bite. If the animal is currently vaccinated for rabies, has a current city license and was confined at the time of the bite, a 10-day home confinement is permitted. If the animal is not currently vaccinated for rabies, then the animal will be immediately impounded and quarantined for 10 days at Wayside Waifs or with an approved licensed veterinarian. Remember, all bites must be reported!

The City of Grandview requires that owners or keepers of dogs and cats to have them vaccinated against rabies once they have reached the age of six months. For more information about Rabies, contact the Centers for Disease Control and Prevention. (www.CDC.gov)

Exotic Animals All exotic animals must be registered with the Neighborhood Services Division.

Violation If a violation is found, a General Ordinance Summons resulting in the owner's appearance in Municipal Court with fines from $50 to $500 per occurrence may be the remedy.

Impoundment Anytime an animal is impounded, it is taken to Wayside Waifs. Fees are to be collected at the Municipal Services Building. Impoundment fees are $60.00 per animal and boarding fees are $17.50 per day or any part of a 24 hour period per animal. Proof of vaccination will be required before an animal will be released.

Pit Bull Ordinance

On July 26, 2005, the Board of Aldermen approved an ordinance that regulates the keeping of pit bull dogs in the City of Grandview. After careful review of information and statistics by the AVMA, CDC, and other animal control agencies, the Board approved an ordinance that requires owners or keepers of all existing pit bull dogs existing in Grandview as of July 26, 2005, to obtain permits to continue to keep pit bull dogs in accordance with Section 4-10.2 of the Grandview Code of Laws. Pit bull dogs that were not being kept in the City of Grandview prior to July 26, 2005, are prohibited.

By definition, a pit bull dog is a Bull Terrier, a Staffordshire Bull Terrier, an American Pit Bull, an American Staffordshire Terrier, a dog of mixed breed or other breeds of those listed above known as a pit bull dog, or any dog which has the appearance and characteristics of being predominantly of these breeds or any other breed commonly known as a pit bull, pit bull dog, or pit bull terrier, or a combination of any such breeds.

Anyone owning a pit bull dog that existed in Grandview prior to July 26, 2005 should contact the Grandview Community Development Department to obtain an initial annual permit application. A non-refundable fee of $190 must accompany a fully completed application. Permits must be renewed annually prior to May 15 for a fee of $50.

Vehicle Parking & Storage

In an effort to maintain attractive and viable residential neighborhoods, the City of Grandview has established standards for the types of vehicles that can be parked in a residential area and for the locations where parking is permitted. Listed below are some of the major provisions of the city's vehicle use, parking and storage ordinance. Your cooperation will help make Grandview a better place in which to live and work! Where am I allowed to park my vehicle? Any motor vehicle must be parked on a paved parking area, such as a driveway, or in a garage or carport. Parking on a patio or any hard surface not connected to the driveway is prohibited. While it might be convenient, vehicles are not allowed to park on the grass area or in any area intended for landscaping. This requirement includes not only the front yard, but also the side yard, the rear yard and the grass area between the street and sidewalk. The only exception to this rule is for recreational vehicles that may be stored in the rear or side yard under certain circumstances and on a paved front yard surface with prior approval.

Where can I store my RV, camper, boat or trailer? Grandview allows two of these items to be stored in either the side yard or the rear yard in residential districts. However, it must be located behind the front of the residence (in other words, not in the front yard) and in the case of a corner lot, cannot be located in the side yard adjacent to a street. If the side and rear yard are not accessible, the Neighborhood Services Division may certify a front yard location (at least 10 feet from front property line and 3 feet from side or rear property lines). As long as it is located at an appropriate place on the property, the recreational vehicle, camper, boat or trailer can be stored on gravel, crushed stone, on a paved surface, or similar surface. It is illegal, however, for any automobile, van or pickup truck to be parked or stored on the grass. In addition, you can always store any type of recreational vehicle inside of a garage or at an off-site location such as a self-storage facility or a marina.

Can I park in my driveway while I prepare for a trip? Yes! A recreational vehicle or hauling trailer may be parked on a paved driveway, between the street and a residence limited to no more than 48 hours continuous duration.

Are there limits on what kind of vehicle I can park at my home? In a residential area, parking is generally restricted to passenger cars, passenger vans, pickup trucks or motorcycles primarily designed for the transportation of people.

What should I do if I want to construct additional parking? If additional off-street parking is needed, you have several options. You may be able to expand an existing garage or carport, or add a new garage or carport. In either case, you will need to obtain a building permit from the Building Services Division at City Hall. There are certain requirements for the distance between any new structure and your property lines that must be met before a permit will be issued. Check with the Building Services Division to determine what setback requirements apply to your situation. Another alternative is to expand your current driveway to allow additional room for parking. All driveway expansions must be paved. In addition, all parking and storage must stay at least three feet away from any side or rear property line.

Is there a penalty for violating these regulations? Yes, failure to comply with the parking requirements discussed here, constitutes a violation of the city's zoning ordinance and a ticket can be issued.

What about Inoperable, Abandoned or Illegally parked vehicles? The City of Grandview is committed to maintaining the attractiveness and safety of all residential neighborhoods. In order to help accomplish this goal, the city has adopted regulations concerning the storage and parking of inoperable vehicles and vehicles that are not legally licensed.

What makes a vehicle "inoperable" according to Grandview Municipal Code? There are several things that can make a vehicle inoperable. Examples of an inoperable vehicle include a vehicle that has a flat tire, is missing wheels, is being repaired or does not have a current license or registration.

Is there a time period allowed for making home repairs on my vehicle? No, as long as the repairs, tearing down, junking, or servicing is done by the owner of such vehicle is entirely within the confines of an enclosed building, between the hours of 7:00 AM. and 10:00 PM.

What is an abandoned vehicle? Any vehicle that is parked or stored unattended on the roadways or streets for a period of at least 72 hours. Please alert the Grandview Police Department of abandoned vehicles at (816) 316-4980.

Are there additional parking regulations? In a residential area, parking generally is restricted to passenger cars, passenger vans, pickup trucks or motorcycles, in other words, any vehicle primarily designed for transportation of people. Any vehicle must be parked on a paved parking area, such as a driveway, or carport. Vehicles are not allowed to be parked on the grass or in any area intended for landscaping.

Is there a penalty for having an inoperable, abandoned or improperly parked vehicle? Yes, failure to comply with the city ordinance discussed here, constitutes a violation of the ordinance and a ticket can be issued and the vehicle towed to the city storage lot at the owner's expense.

Weeds and Grass

A violation exists when weeds or grasses are more than six (6) inches in height on platted tracts of land with lots less than two (2) acres in area or twelve (12) inches on unplatted land. A violation also exists if there is any vegetation which is poisonous to the touch, such as poison ivy, poison oak or poison sumac. Other types of vegetation, such as vines, saplings or shrubs, may also be a violation if they exceed twelve (12) inches in height and are clearly uncultivated, inviting filthy deposits or provide harborage for rodents, refuse, or vermin.

Who is responsible for correcting the violation? The person responsible for the maintenance of the property should correct the violation. In most cases, this is the property owner, but it may be the tenant or owner's representative in some cases. This person is allowed six days starting from the date of the mailing of the Notice of Violation in which to correct the violation.

What areas must be mowed? In addition to the principal yard or lawn areas, you are responsible for mowing any areas between your property and the paved area of all adjacent streets including ditches, easements, alleys and unpaved rights-of-way.

What is the penalty if I fail to correct the violation? The city will mow the property and assess all costs incurred against the property. In addition, violators may be subject to a fine not to exceed $500.00. Each day the violation continues may be considered a separate violation.

Public Nuisance

Public nuisances are described as animal carcasses, offensive odors, matters causing annoyance or injury, and any item which is offensive to the public. To report any of these matters, contact the Neighborhood Services Division of Community Development at (816) 316-4817.

Solid Waste-Trash Storage and Removal

Solid waste is trash. Residential solid waste includes, but is not limited to, unwanted or discarded materials (solid or liquid), garbage, ashes, rubbish, dead animals, yard wastes, appliances, etc. Solid waste must be removed from a residence at least once a week.

How should I store trash at my home? Residential solid waste stored outside a building should be placed in containers (90 gallons or less) specifically designed and made for trash storage and collection. The containers must be leak-proof and waterproof, and must be kept closed at all times. Yard wastes, however, shall be exempted from this requirement and may be stored outside in an approved container for a period not to exceed seven (7) days.

Where should I put my trash for collection? Solid waste in rigid or disposable containers may be placed in front of your residence no sooner than 6 P.M. of the day prior to the day of schedule trash pickup.

Where should I store the trash other than pickup days? Solid waste containers, stored outside, must be stored behind the front of your home and not closer than six (6) feet to any property line.

Am I required to put my trash at the curb for pickup? Yes, most residents do. Solid waste collectors may make available to their customers the option of trash pickup at or immediately behind the front line of your house.

Are there restrictions on where I can put my trash for collection? Yes. Solid waste and waste containers may not be placed in or on any curb, gutter, drainage area, sidewalk or paved portion of the street at any time for any purpose.

Who picks up trash in Grandview? All solid waste is collected by private contractors who must have a permit from the city. For a list of those contractors, call (816) 316-4817.

Is there a penalty for storing solid waste improperly? Yes. A fine of up to $500 can be assessed for each violation. Each day the violation continues may be considered a separate violation.

Signs in Right-of-Way

It is not permitted to attach signs advertising sales to telephone poles, utility poles, or street signs. Signs are not permitted to be placed in any public right-of-way. This includes the "common area" between the street and sidewalk and in street medians. Typically, right-of-way extends 11' inward from the curb. Signs should not be displayed so they impede traffic visibility in any way. Be sure to acquire permission from the adjacent property owner before putting any signs on the property.

Abatement Procedure For Weeds/Public Nuisance/Solid Waste Violations

Once proper notice has been given, and if the property owner does not correct the violation, the city will have city contractors remove the violation. The cost of this removal is then billed to the property owner, and if the bill goes unpaid, it is placed on that property's yearly tax. The rate set by contract with the city contractors is from $25.00 to $35.00 per hour, as well as any other cost associated with the task performed. There is also a $85.00 administrative fee owed to the city and the issuance of a General Ordinance Summons.
