he Grandview License Bureau--located inside Grandview City Hall, 1200 Main Street-offers a wide range of services including issues with titles, vehicle registration, license plate renewals, driver's licenses and state identification. The office is open during the following times:

Monday through Friday    8:00 AM to 5:00 PM
Wednesday (extended hours)    8:00 AM to 7:00 PM
Saturday    8:00 AM to Noon

The end of each month is extremely busy. The best time to complete your transaction is during the middle of the month or as early in the morning as possible.

We accept cash, money orders, cashiers checks and personal checks. Checks and money orders must be made payable to: Department of Revenue. Personal checks must be imprinted with your name and address and you must have proper identification (i.e. Driver's License, State I.D., or Passport). If you are paying for a transaction with someone else's check, you must bring their identification with you. Debit cards and credit cards are not accepted.

For your convenience, State Licensing information has been placed on this web site in order to make your trip to the Grandview License Bureau as quick and easy as possible. However, the information presented here is subject to change as the Missouri Department of Revenue sees fit. License Plate Renewals

You can renew your license plates by mailing applicable information to the State, or stop by a local License Bureau. The License Bureau in Grandview City Hall, 1200 Main Street, can process your license plate renewals during regular business hours. You will need to bring the following items with you:

1. A renewal form, title, or registration from the preceding year

2. A vehicle safety inspection less than sixty 60 days old. A new Biennial Registration requirement means that you will only need to have your vehicle inspected every other year according to the following regulations: In 2005, all odd-year model vehicles need to be inspected, while even-year model vehicles do not. In 2004, all even-year model vehicles need to be inspected, while odd-year model vehicles do not, and so on.

3. A personal property tax receipt or tax clearance from the county in which you resided on January 1 of the previous year. If you have not paid your personal property tax or have lost your receipt and you are a Jackson County Resident, you may obtain a receipt at the "City and County Collections" desk also located in Grandview City Hall. More information on personal property taxes can be found on the Tax Collection page. If you renewed your plates for two years the last time you renewed your plates, you need to bring in the two previous year's tax receipts.

Licensing Motor Vehicles & Trailers

The licensing of motor vehicles and trailers can be completed at the Grandview License Bureau, 1200 Main Street. For additional questions, please call our office at (816) 316-4835, Monday through Friday from 9:00 AM until 4:00 PM.

Missouri Residents
In order to license a motor vehicle or trailer in the State of Missouri, the following documents and fees must be submitted:

1. An original or certified copy of the personal property tax receipt in the owner's name for the previous year or a statement of non-assessment (a waiver) from the county must accompany all applications for license plates. More information about personal property taxes and waivers is available on the Tax Collection page. Note: Missouri Resident Military Personnel must show an original copy of their paid personal property tax or waiver from the county of residence. Non-Resident Military Personnel may submit a copy of their leave and earnings statement in lieu of a personal property tax receipt or waiver.

2. An application for license must be signed. The owner's signature certifies that the owner has and will maintain, during the period of registration. Financial responsibility with respect to each motor vehicle owned, licensed or operated on the streets and highways.

3. A current insurance identification card (original or copy). This is not required for trailers at this time.

4. Applicable fees. Motor vehicle (passenger) license fees are based on the taxable horsepower. Truck license fees are based on the weight of the truck and zone of operation (local or beyond local). Trailer plates may be purchased for one year or three years. In addition, an office fee will be charged as mandated by the State of Missouri.

5. Vehicle Safety Inspection not more than 60 days old. (except for new motor vehicles, which do not need safety inspections for the first two registration cycles).

If the owner desires to transfer a license plate at the time he makes application for title, a $2 transfer fee is charged unless the license plates being transferred expire the month the plates are transferred. In the event that license plates are being transferred only, the owner does not need to submit the personal property tax receipt.

New Residents
To license a motor vehicle or trailer in the State of Missouri, the following documents must be submitted:

1. A signed application for license as long as a Missouri title has already been obtained. The owner's signature certifies that the owner has and will maintain, during the period of registration. Financial responsibility with respect to each motor vehicle owned, licensed or operated on the streets and highways.

2. An original or certified copy of the personal property tax receipt in the owner's name for the previous year, or a personal property tax waiver from the former county of residence.

3. Current proof of insurance for the motor vehicle.

4. Safety inspection less than 60 days old.

5. Applicable fees. Motor vehicle (passenger) license fees are based on the taxable horsepower. Truck license fees are based on the weight of the truck and zone of operation (local or beyond local). Trailer plates may be purchased for one year or three years. In addition, an office fee will be charged as mandated by the State of Missouri.

Titling Motor Vehicles & Trailers

To title a motor vehicle or trailer in the state of Missouri, the owner must submit the following, based on whether you are a Missouri Resident or a New Resident, and whether the vehicle was obtained as a gift:

Missouri Residents
1.
An Application for Missouri Title and License. The document must list a Missouri address and be signed by the applicant.

2. An Ownership document. The assignment is not required to be notarized on vehicles purchased after August 28, 1989, unless an out-of-state title is submitted from a state that requires a notary seal and the seller is not a Missouri dealer. NEW UNIT - Properly assigned Manufacturer's Statement of Origin; USED UNIT - Properly assigned certificate of title.

3. An Odometer Disclosure Statement if applicable.

4. A Vehicle Identification Number/Odometer Reading is required on all motor vehicles transferred on an out-of-state title.

5. An inspection by an authorized Missouri inspection station is required for all homemade trailers.

6. An $8.50 title fee.

7. State sales/use tax figured at the rate of 4.225 percent based upon the purchase price.

8. Local tax, based on the address of the purchaser. To determine your correct local tax rate, contact our office at (816) 316-4835.

9. Title penalty, if applicable. Application for certificate of title must be made within thirty days from the date of purchase to avoid a title penalty. Title penalty is assessed in the amount of $25 for each 30 day period of delinquency, not to exceed a total of $200.

10. Office fees as mandated by the state.

New Residents
1.
An application for Missouri Title and License. The application must list a Missouri address and be signed by the applicant.

2. TITLE - from the previous state or country where the vehicle was titled;

3. Applicable taxes: If the vehicle has been owned and operated in another state for at least ninety (90) days prior to the Missouri registration date, no sales tax is due. State tax of 4.225% and local tax must be paid if the vehicle has been owned and operated less than ninety (90) days prior to the time the unit is registered in Missouri. You can find local tax rates online here. NOTE: Owners who have paid sales tax to another state, less than the amount of Missouri State and local taxes will be required to show proof of payment of those taxes paid and also pay the difference of the two amounts.

4. An $8.50 title fee. NOTE: If there is a lien on the vehicle / trailer, you should obtain the title from the lienholder to submit with your application. The lien will remain in force. Once the Missouri title issues, the lien will appear on the face of the title.

5. Office fees as mandated by the state

For Vehicles Obtained as a Gift
1.
Missouri Title signed on the back in the seller's assignment area by all individuals listed on the front of the title.

2. Gift affidavit signed by the donor that includes complete vehicle information

3. Safety inspection less than 60 days old

4. Personal property tax receipt or tax clearance for the previous calendar year. This must be from the county in which the applicant resided on January 1 of the previous year. More information about personal property taxes is provided on the Tax Collection portion of this site.

5. Odometer readings of the vehicle, which must be supplied to the Missouri Department of Revenue.

6. Proof of current insurance

Titling and Registration of Boats & Motors

Before you can use any vessel on State waterways, there are certain legal requirements that have to be met. Titling, registration, and displaying of the registration number are all required prior to use of a vessel.

Titling All vessels powered by machinery, all outboard motors regardless of horsepower (excluding electric trolling motors), and all sailboats over 12 feet (3.66 meters) in length are required to have a Certificate of Title. The fee for a vessel Certificate of Title is $7.50. The fee for an outboard motor Certificate of Title is $5.00. Applicable office fees as mandated by the State will also be charged. Application for a title must be made within 60 days after the vessel or outboard motor is purchased or brought into Missouri. A delinquency penalty of $10.00 for each 30 days (not to exceed $30.00) shall be imposed for failure to title.

Registration of Boats Prior to use on the water, all vessels powered by machinery, and all sailboats over 12 feet (3.66 meters) in length are required to have a Certificate of Number (registration) issued by the State. The fee for registering a vessel is:

Under 16 ft.    $25.00
16 ft - Under 26 ft.    $55.00
26 ft. - Under 40 ft.    $100.00
40 ft. and Over    $150.00

In addition to the fees listed above are applicable office fees as mandated by the State. Vessel registrations are good for a period of 3 years and expire on June 30th of the third year (expiration year is displayed on the decal face and on the Certificate of Number). Vessel registrations must be renewed after 3 years to remain in effect.

All vessels belonging to non-residents of Missouri must be registered in their principle state of use as required. All vessels registered with another state, but kept in Missouri for more than 60 consecutive days, must obtain a Missouri registration.

Registration of Motors All "outboard" motors, regardless of horsepower (excluding electric trolling motors), are required to be registered with the State. The fee for registering an outboard motor is $2.00, plus applicable office fees as mandated by the State, and the registration is permanent as long as ownership is not changed.

All outboard motors belonging to non-residents of Missouri must be registered in their principle state of use as required. All outboard motors from another state (whether registration with that state is required or not) that have been kept in Missouri for more than 60 consecutive days must obtain a Missouri registration.

A paid personal property tax receipt or waiver must be presented when purchasing a new or renewal vessel or documented vessel registration.

Temporary Operating Permits A temporary operating permit for vessels and outboard motors may be obtained from the Department of Revenue or an authorized boat dealer. The temporary permit allows operation of a vessel or outboard motor prior to titling and registration with the Department of Revenue. The permit is only valid for 30 days and may not be renewed. The cost of the permit is $5.00 for a vessel and $2.00 for an outboard motor, plus applicable office fees as mandated by the State.

Title Replacement

If your title has been lost, mutilated or destroyed, you may apply for a duplicate title. To apply for a duplicate title, you must submit:

1. An Application for Missouri Title and Registration, signed by a registered owner of the vehicle. Signature must be notarized. Proof of ID is required.

2. An $8.50 duplicate title fee.

3. Applicable office fees as mandated by the state.

Note: If you are applying for a duplicate title because your original title is mutilated, you must return the mutilated title with your application for duplicate title.

Temporary Permits

A temporary permit can only be issued within 30 days of purchasing your vehicle. Temporary permits are not renewable. To obtain a temporary permit, you need:

1. Title or Bill of Sale showing a purchase date within the last 30 days.

2. Applicable fees of $7.50.

3. Office fees as mandated by the state.

4. Current safety inspection.

5. Drivers License or proof of identity, as a temporary permit can only be sold to the person purchasing the vehicle.

Disabled Placards

To obtain a disabled placard, you will need a physician's statement, Form DOR 1776. Most physicians will have these forms or you may obtain one from our office inside Grandview City Hall, 1200 Main Street. This form will need to be filled out by your physician, specifying your name and whether the disability if temporary or permanent. It must also include your physician's state registry number. You must bring the completed form to the License Bureau. There is no charge for a permanent disabled placard. The expiration date for a temporary placard is determined by your physician, but may not exceed 6 months. The cost for a temporary placard is $2.00.
