ay your real estate tax, personal property tax, pet licensing fees, and occupational licensing fees at the City and County Collections desk inside Grandview City Hall, which operates as a collection site for the Jackson County Department of Revenue. This office is open Monday through Friday from 8:00 AM until 5:00 PM. If you have any questions, feel free to call the office during business hours at (816) 316-4844, or contact Jackson County. Inquiries about leased vehicles should be directed to the lease division at the Jackson County Court House, (816) 881-3382.


Individual Personal Property Taxes

You may pay, obtain a waiver for, or have your individual personal property tax bill adjusted or originated at Grandview City Hall, Monday through Friday from 8:00 AM until 5:00 PM. First-time auto buyers need to bring a copy of the title or title application with them, as well as proof of financial responsibility. If your individual personal property tax bill is incorrect, we can make the necessary adjustments provided you supply proof of the error (Copy of "Bill of Sale", a junk receipt, etc. for the vehicle you are wanting removed. We will need the registration or title to the replacement vehicle.)

Before you can pay the current year's individual personal property tax, or make an adjustment, all previous years' taxes must be paid. If you are unable to locate your Jackson County personal property tax receipt, you may obtain a duplicate receipt at Grandview City Hall at no cost.

Individuals purchasing two year license plates must show two previous year's tax receipts. For example, individuals who purchased two year plates in 2003 had to show proof of payment for their personal property for the year 2002. Their license plates will come up for renewal in 2005. The License Bureau will want to see proof they have paid their 2003 and 2004 personal property tax before their plates can be renewed.

Personal Property Tax Waivers

Those individuals who did not own any vehicles January 1, of the current tax year or those individuals who did not live in Jackson County January 1, of the current tax year may obtain a waiver. For example, individuals renewing registrations or purchasing new plates in 2005 must have a 2004 Personal Property tax receipt.

In order to obtain a waiver, an individual must meet and prove one of the following requirements:

  1. The individual must prove that the vehicle they are wanting to get plates on was not owned by them on January 1, of the current tax year. Acceptable proof includes:
    1. Signed over title, showing proof of a purchase date.
    2. Renewal notices, showing a purchase date.
    3. Application for title showing purchase date
  2. Or, the individual must prove that they resided in another state January 1, of the current tax year. Acceptable proof includes:
    1. Rent receipt around January 1, of the current license year, showing the out of state address and the vehicle owner's name.
    2. Utility bill around January 1, of the current license year, showing the out of state address and the vehicle owner's name.
    3. Canceled check around January 1 of the current license year, showing the out- of-state address and the vehicle owner's name.
    4. Previous year income tax return, if it shows the previous address as being out of state and was filed around January 1 of the current license year.
    5. If the customer has a current registration showing their vehicle is currently registered in another state and it was registered in the other state after January 1 of the taxing year you can accept the registration as proof of residency.
      ***If the new resident had previously proved they had resided in another state and it was time to renew their plates, but they had misplaced their previous tax clearance, and if we can find the next year's tax record has been set up, then we can issue another tax clearance, based on the next year's tax records having been set up. But we must see a registration or title or some paperwork that shows a purchase date on the vehicle they are renewing plates on, or obtaining new plates for.
  3. Or, if the individual resided in another county in Missouri, the individual must show proof that taxes were paid in the other county. If taxes were not owed in the other county, the individual must show proof that taxes were not owed in the other county. The only proof would be if the other county had issued a tax waiver.
  4. Or, if the individual is a student going to school in Missouri:
    1. If the vehicle is registered in the students name, and owned January 1 of the license year and the student was residing in Jackson County January 1 of the license year, the student owes Jackson County Personal Property taxes on the vehicle.
    2. If the vehicle is registered in a parent's name who is residing in another state, and now the student is getting Missouri plates on the vehicle and the parents are retaining ownership, a tax waiver can be issued.
    3. If the parents are now putting the vehicle in the student's name it would be handled as a new purchase for the student. Refer to paragraph one (1) under Property Tax Waiver.
    4. If the student has a vehicle in their name January 1 of the license year and residing in Jackson County Missouri January 1 of the license year the student must pay personal property taxes.

Business Property Taxes

You can pay your business' property tax at Grandview City Hall, Monday through Friday from 8:00 AM until 5:00 PM. To obtain a waiver, you must contact the Jackson County Court House, Business Division at (816) 881-4646.

Business taxes that need to be adjusted must be adjusted at the Jackson County Court House, 415 E. 12th Street in Kansas City, Missouri or the Independence Court House, 408 West Kansas Avenue, Independence, Missouri. The phone number for both locations is (816) 881-3232.

Real Estate Taxes

You can pay your real estate taxes at Grandview City Hall, Monday through Friday from 8:00 AM until 5:00 PM. Adjustments to real property are all handled through the Jackson County Board of Equalization at (816) 881-3309.

Occupational Licenses

Occupational Licenses are required for work within the City of Grandview. You may download an Occupational License application by clicking here.
