The Missouri Department of Revenue is enhancing the security of the drivers license and nondriver identification cards. These changes help protect your identity and decrease fraud.

ATTENTION: STARTING JANUARY 23, THE DRIVER'S LICENSE RENEWAL PROCESS WILL CHANGE FOR HIGHER SECURITY MEASURES. THE FOLLOWING STEPS ARE WHAT THE CUSTOMER WILL EXPERIENCE WHEN HE/SHE COMES TO RENEW OR OBATIN HIS/HER LICENSE:

1- Every applicant will be required to present proof of identity, including name change; proof of residency, and proof of lawful presence (look below for details)
2- The fees remain the same;
3- Applicants will receive a temporary license and may keep the old license which will be punched "Void";
4- The permanent license will be produced at a secure U.S. facility;
5- License arrives in the mail at your home within 7 to 10 business days.  

Current Licenses & Nondriver identification cards remain valid until they expire. New and Renewed Licenses and ID cards will be issued under the new process.

Hours of Operation 
Mondays, Tuesdays, Thursdays, Fridays: 8:00 AM until 5:00 PM

Wednesdays: 8:00 AM until 7:00 PM

Saturdays: 8:00 AM until 12 Noon 

A road sign and a vision test will need to be completed and passed at that time.

Below you will find the Highway Sign Recognition Study Sheet. This will help you prepare for the road sign test that can be taken at Grandview City Hall.

Missouri residents whose licenses have been expired for more than 6 months must take written, road, vision and road sign tests. For more information, please call (816) 316-4835 during regular business hours.

New residents with a valid out-of-state license must take a road sign and vision test. New residents with licenses that have been expired for more than 6 months will need to take the written and driving tests.

Missouri requires the following documentation for applicants applying for or renewing a Missouri Driver License, Nondriver License or Instruction Permit:

1. Proof of Lawful Presence
2. Proof of Identity (including proof of name changes)
3. Proof of Residency

Proof of Lawful Presence for U.S. Citizens (for Non-U.S. Citizens see Non-U.S. Citizens Proof of Lawful Presence section)


U.S. Citizen

One of the following:

  • U.S. Birth Certificate (certified with embossed or raised seal issued by state or local government)
  • U.S. Passport (valid or expired)
  • Certificate of Citizenship
  • Certificate of Naturalization
  • Certificate of Birth Abroad

U.S. Citizens who have previously verified lawful presence, and the department’s record indicates such verification, will not be required to present proof of lawful presence.

Proof of Identity (including proof of name changes)


U.S. Citizen or Non-U.S. Citizen

  • Provide Social Security Number, if one has been assigned; or
  • If a Social Security Number has not been assigned, the applicant must present a letter from the Social Security Administration (SSA) regarding the status of the applicant’s Social Security Number.

Proof of Name Change:

  • If the name on the document you present for proof of lawful presence does not match your current name, present one of the documents below showing your current name.
  • U.S. Passport (valid or expired)
  • Social Security Card/Medicare Card
  • Certified Marriage License
  • Certified Divorce Decree
  • Certified Court Order
  • Certified Adoption Papers or Amended Birth Certificate

Proof of Residency (A Post Office Box will not be allowed as a resident address.) (If an applicant is under 21 and cannot provide one of the documents listed below, the applicant’s parent(s) or legal guardian(s) may provide such a document and a written statement specifies the applicant resides in their household)

  • Utility bill, issued in the last 60 days (phone, water, gas, electric, trash or sewer, etc.
  • Voter registration card, most recent
  • Bank statement, most recent
  • Government check, most recent
  • Pay check, most recent
  • Property tax receipt, most recent
  • Housing rental contract of current residence
  • Mortgage documents of current residence
  • An official letter or document from another state or local government agency, on the agency’s letterhead or contains the official seal of the issuing agency issued within the previous 30 days
  • Recent Medical bill
  • Life Insurance Policy
  • Other government document that contains the name and address of the applicant issued within the previous 30 days

New Drivers

The graduated Driver's License law requires that all first time drivers between 15-18 years old complete a period of driving with a licensed driver (instruction permit) and restricted driving (intermediate license) before getting a full Driver's License. This format gives younger drivers more supervised driving before they begin driving alone.   • Wrltten permission from parent or Guardian.
  • Pass the vision, road sign and written tests.
  • Permit may only be used when accompanied by parent, grandparent or guardian (If the permit holder is 16 years or older, in person occupying the seat beside the driver must be at least 21 and have a valid license.

 

  • Must drive with instruction permit for a minimum of 6 months.
  • Parent verification of 20 hour of behind-the-wheel instruction.
  • Pass the vision, road sign, written and driving tests if results are over a year old.
  • No alcohol related offenses in last 12 months; no traffic convictions in last 6 months.
  • Seat belts required for driver and all passengers.
  • No driving alone between 1:00 AM - 5:00 AM (except to and from a school activity, job or an emergency as defined by the director of revenue)

 

  • Pass vision test.
  • Do not need to pass the road sign, written and driving tests if already completed.
  • Intermediate license cannot be suspended, revoked or denied when applyiing for a full license.
  • No alcohol related offenses or traffic convictions within the last 12 months.
