New Cigarette Application 

Every wholesaler, wholesale/retail or retailer of cigarettes shall obtain a cigarette sales license for each such place of business from which they operate within the City of Grandview. In addition, every wholesale/retailer outside the City offering, selling, displaying or conveying by any means the resale of cigarettes to retailers, must also obtain a cigarette sales license. Following is the information on cigarette licenses from Chapter 20, Article III, Sections 54 to 66 of the City of Grandview Code of Laws regarding cigarette licenses.

Every wholesale cigarette dealer shall obtain a cigarette sales license for each place of business from which they operate within the City. Every wholesale cigarette dealer located outside the City of Grandview who is engaged in the selling of cigarettes or offering, delivering, displaying, or conveying by any means, the same for resale by retail cigarette dealers in the City of Grandview shall obtain a cigarette sales license for the privilege of selling cigarettes within the City.

Every wholesale/retail cigarette dealer shall obtain a cigarette sales license for each place of business from which they operate within the City. Every wholesale/retail cigarette dealer located outside the City of Grandview who is engage in the selling of cigarettes or offering, delivering, displaying, or conveying by any means, the same for resale to retail cigarette dealers or sale to ultimate consumers within the City shall obtain a cigarette sales license for the privilege of selling cigarettes in the city.

Every retail cigarette dealer shall obtain a cigarette sales license for each place of business from which they operate within the City. A separate license must be obtained for each such place of business selling or offering cigarettes for sale.

For purposes of this section, each vending machine shall be considered a separate place of business requiring a separate license.

At the same time applications for cigarette sales license are completed, the applicant shall pay to the finance director a cigarette sales license fee of twenty-five dollars ($25.00) for each such license.

Restrictions

Excluding manufacturers, no cigarettes sales license shall be issued until a current Missouri retail sales/use tax license has been obtained from the Missouri Department of Revenue as required, and said license number submitted to the City.

No cigarette sales license shall be issued until any and all fees and taxes due the City are paid in full.

Cigarette sales licenses shall not be assignable and shall be valid only for the persons and locations identified in the license as issued.

Cigarette sales licenses shall at all times be conspicuously displayed at the location for which it is issued.

Each vending machine requiring a cigarette sales license shall conspicuously display its license at all times.

All cigarette sales licenses shall expire on June 30 of each year, unless sooner suspended, surrendered or revoked for cause as provided herein.

In addition to a cigarette license, a cigarette occupation license tax shall be paid to Finance Director of the City of Grandview by submitting a monthly cigarette tax reporting form and full payment by the 15th day of each following month. Any cigarette tax reporting information received by the City from the State of Missouri shall be held in confidence by the Finance Director and used solely for verifying cigarette tax payments.
