Residential Projects

For single-family home construction contact the Building Official at (816) 316-4825.

Prior to issuance of a building permit for any one or two-family dwelling, two (2) copies of the plot plans shall be submitted to and approved by the Building Services Division. The plot plans must be drawn, signed, and sealed by an architect, engineer, or land surveyor registered in Missouri. The plans shall include one or more scaled maps or drawings at a scale not smaller than fifty (50) feet to the inch which clearly and accurately shows the following information:

Complete lot dimensions and legal description of property.
Location and dimensions of all existing and proposed buildings showing exterior dimensions, number and area of floors, elevation of lowest floor to be served by sewer, and distance from property lines.
Location of all easements, both public and private.
Location of all utilities to serve the lot, including the location of all existing fire hydrants within 600 feet. Sanitary sewer shall show two manholes and location and elevation of stub, if any, that serves the property. Note: If no sanitary sewer is available, then the site must be served by an alternate sanitation system as approved by the Jackson County Health Department.
Location of fifty year floodplain of any storm drainage system on-site. If the lot is within a designated FEMA floodplain, all information as required by Section 11A of the Code of Laws of the City of Grandview is to be provided.
Elevations of the centerline of the proposed driveway at the top of the street curb, right-of-way line, and garage floor. If no curb exists, then the elevation of the edge of pavement shall be shown. Note: Refer to city driveway standards.
Total area of open space of the lot to be left as a permeable and uncovered surface that contains living material (minimum of 60% of lot area is required for single-family zoned property).
Additional graphic information as may be required by the Director of Community Development or other city agencies to make determinations required by the applicable city codes and ordinances.

ONE AND TWO FAMILY DWELLING CONSTRUCTION PROCEDURES

Non-residential Projects

For the construction of new commercial, industrial or multi-family buildings or additions to existing commercial, industrial or multi-family buildings:

1. The owner, developer or the contractor must make an appointment with the City Planner, at (816) 316-4822 for a pre-development meeting.

2. The Fire Marshal, Building Official, City Planner, City Engineer and a representative from the Water District will be invited to the meeting to provide all of the requirements specific to the particular project and answer any questions concerning the project.

3. This meeting should be arranged early in the design process so that the information provided can be incorporated into the design of the project.

Please contact the Grandview's Building Official at (816) 316-4825 for additional or specific requirements regarding your project.

Commercial/Industrial Projects

New commercial, industrial or multi-family buildings or additions to existing commercial, industrial or multi-family buildings please follow this process:

1. The owner, developer or the contractor must make an appointment with the City Planner, at (816) 316-4822 for a pre-development meeting.
2. The Fire Marshal, Building Official, City Planner, City Engineer and a representative from the Water District will be invited to the meeting to provide all of the requirements specific to the particular project and answer any questions concerning the project.
3. This meeting should be arranged early in the design process so that the information provided can be incorporated into the design of the project.

To obtain a building permit for new commercial or industrial construction and/or additions to commercial or industrial buildings:

1. The contractor must submit five paper and one electronic copies of the site plans.
2. The site plans will be reviewed and staff will provide comments back to the design professional. 3. Once the first set of comments have been revised and the site plans are ready to be submitted for the second review, building plan sets may be submitted.
4. Submit a building permit application, five complete paper and one electronic sets of the building plans. All submitted plans must be drawn, signed and sealed by a register engineer, architect, or land surveyor.

Remodels

For a remodeling project in existing commercial, industrial or multi-family buildings, the contractor must submit a building permit application, five complete sets of the building plans. All submitted plans must be drawn, signed and sealed by a register engineer, architect.

Permit requirements are based on the property improvement, but all improvements must meet certain standards.

Residing, Doors and Windows

Landscaping

Permits not required.

You may install landscaping on your property in accordance with the following requirements:

All single and two-family dwellings must maintain a minimum of 25% of the lot area as a permeable and uncovered surface that contains living materials.
All landscaping must be installed on your own property. Your property line is not necessarily the edge of the curb. Please refer to a survey of your property to establish the location of your property lines or consult a surveyor. The ground between your property line and the edge of an adjacent street is the public right-of-way. If you plan to install landscaping in this area, please call the City Engineer at (816) 316-4857 first.
No landscaping can be installed within a sight triangle. The sight triangle is the triangular-shaped area at a street intersection in which nothing shall be erected, placed, planted, or allowed to grow in such a manner as to materially impede vision above a height of three (3) feet above the grades at the back of the curb of the intersecting streets. The hypotenuse of the triangle is drawn by connecting points along the center lines of the intersecting streets which points are ninety (90) feet from the intersection point of the center lines of the two intersecting streets.

You should always call the utility companies before digging on your property to ensure that no dangerous buried cables or other lines exist in the dig location. Call Dig Rite at 1-800-DIG-RITE. Zoning Ordinance, Sections 31-3, and 31-23(D)(1)

High voltage power lines may be buried as shallow as 12".

Short Wave Radio Antenna

Permits not required.

You may erect a short-wave radio antenna on a residential lot as a permitted accessory use if operated as a hobby by the homeowner and in accordance with the following requirements:

Not to exceed 60 feet in height.
A minimum setback of one-third the height of the antenna shall be maintained from all property lines.
The antenna must meet all FCC requirements. Zoning Ordinance, Section 31-5(I)

Satellite Dish

Permits not required.

In all agriculturally and residentially zoned districts:
1. You may have only ONE (1) dish greater than 39 inches in diameter on a lot less than one-half acre in size; the dish shall not exceed ten (10) feet in diameter, or if roof mounted, six (6) feet in diameter.
2. Dishes are only permitted in rear yards, or in interior side yards if you have a corner lot. Exceptions are permitted for dishes less than 39 inches in diameter where acceptable quality reception is not possible. Then the dish may be located in the side or front yard as long as it is attached to the main structure of the home and is not visible from the street to the maximum extent possible.
3. All dishes must be made of non-combustible, corrosion-resistant materials and be mounted in a secure wind-resistant manner.
4. Dishes can not be used as signs or billboards.
In other districts, dish antennae larger than 39 inches in diameter may be ground-mounted to a height of 30 feet and located behind the minimum building setback lines or building mounted to a height not over 13 feet above the roofline and screened from view of surrounding streets to the maximum extent possible while still maintaining acceptable quality reception. All antenna support masts over 12 feet in height must meet building code standards Zoning Ordinance, Sections 31-5(P), 31-8(C)(10), and 31-9(C)(10)

Required Inspections

The following inspections are required prior issuing a certificate of occupancy which is needed before a dwelling can be occupied. Call the Building Services Division at (816) 316-4817 at least 24 hours prior to your desired inspection time.

Footing inspection after the rebar has been placed and prior to the pouring of concrete.
Foundation-wall inspection after the rebar has been placed and prior to the pouring of concrete.
Ground rough plumbing inspection prior to the pouring of the concrete floor or the placement of the sub-floor in the case of a crawl space.
Sewer connection prior to backfilling the trench.
Rough-in inspection prior to the placement of insulation or drywall. This inspection will include the inspection of the rough carpentry, rough plumbing, rough electrical, and the rough mechanical systems. In addition, if the electrical service, and/or the gas service is ready for inspection we will clear those to their respective utilities. However, if necessary we will provide separate inspections of these services.
The final inspection, when project is complete, prior to the owner moving in!
