The power to enact zoning and subdivision regulations has been granted to cities and counties by the state enabling legislation. These statutes require the participation of three separate bodies in the process of administering the regulations:

Planning Commission
Zoning Board of Adjustment
Board of Aldermen
Historic Preservation Commission (if development is in residential Historic District or Main Street Conservation District)

What is a Site Plan and when is it required?

A site plan is a scaled plan of the lot with all improvements shown on the plan. Within 15 working days, either a site plan approval or re-submittal comments will be generated. After a site plan is approved with the city, and a building permit has been reviewed and approved, then the project can proceed.
What is zoning?

Zoning regulates how land is used, where a structure may be located on a lot, and how tall and large that structure can be. It also regulates other elements of site development, such as accessory structures, temporary uses, parking, landscaping, and signs.
What do I submit in order to get a building permit?

1) Three copies of a stake-out survey prepared by a licensed architect, engineer, or land surveyor are required. See site plan Standards below for specific requirements.

2) One set of building plans must be submitted. These plans must include the floor plans with all dimensions, wall sections, elevations, electrical, plumbing, HVAC, structural member materials (ceiling and floor joists, beams, and roof rafters) to include spacing, spans, sizes, grade, and species of lumber to be used.

3) A building permit application must be filled out and submitted with the stake-out survey and building plans mentioned above.
