The City requires permits before performing specific work. To obtain a permit within the City of Grandview or for more information, please contact the Public Works Department.
The City of Grandview requires that any person(s) performing work in the City’s Right-of-Way (ROW) obtain a permit for such work prior to commencement of work. In some cases, repairs may be performed as an emergency situation by a utility company in order to restore or prevent loss of service to its customers. In the case of an emergency repair, the utility company or its contractor must apply for the required permit by the next business day following commencement of the emergency repairs. Tree trimming and the replacement of utility poles and related equipment at an existing location or immediately adjacent to an existing location does not require a permit. A permit is required before planting any tree in the public ROW or city-owned land. Permanent repairs to any excavated areas (lawn, driveway, street) must be completed within 15 days of the excavation.

The Street Tree Policy establishes clear requirements and guidance for the planting, maintenance, and protection of trees within the City of Grandview’s ROW. This policy promotes a sustainable, diverse, and safe urban landscape that enhances community livability, supports environmental health, and aligns with Complete Streets and Green Infrastructure principles.
For Right-of-Way permits involving Street Cuts the applicant shall restore all surfaces equal to or better than their original condition unless otherwise specified. This includes street restoration of excavations required for the repair of existing sanitary service connections. The top of all pavement repairs shall be flush with the existing pavement. Curb and gutters are to be replaced with KCMMB4K. Any street cut requires an additional fee $10.00 per square foot.
(A) STREETS - All materials used shall conform to City of Grandview specifications for such use. The repair shall have a width of at least twenty-four (24) inches greater than the trench width or disturbed area, minimum of twelve (12) inches each side. Each repair area shall be first cut full depth with a concrete saw. The material shall be removed so that no damage occurs to the surrounding pavement. If damage to the surrounding pavement should occur, the damaged areas shall also be removed. See here for the Street Cut Standard Detail.
(1) For street pavement surfaces which are portland cement concrete, the repair shall be made with portland cement concrete at least as thick as that removed, BUT in no case less than eight (8) inches. Concrete used for repair shall meet KCMMB4K or as approved.
(2) For street pavement surfaces which are asphaltic concrete, the repair shall be two (2) inches of Type 5 hot-mix asphalt, compacted thoroughly, placed over a six (6) inch minimum KCMMB4K portland cement concrete base. The total thickness shall be eight (8) inches or the same as what existed, whichever is GREATER.

In order to obtain a Right of Way permit the applicant must submit to the City:
- Right of Way permit application.
- $80 permit fee-Up to 660 Linear Feet.
- $10.00 Per Square Foot for permits involving street cuts.
- Certificate of insurance with the City of Grandview named as an additional insured against liability for personal injury and property damage with a combined single limit of at least two million dollars ($2,000,000.00).
- Proof of comprehensive general liability and property damage insurance meeting the
maximum liability limits in RSMo 537.610 for political subdivisions, unless the entity
has filed an affidavit with the city clerk certifying at least $25,000,000 in net assets and
other facts showing it is exempt, unless otherwise required by agreement or franchise.

schedule or the amount to return the right-of-way to its previous condition, whichever is
greater, in a form approved by the city engineer and city attorney, for a term of the permit
plus an additional two years. An annual bond in the amount provided in the city fee
schedule automatically renewed yearly during the period shall satisfy the requirements of
this section. The bond requirement herein shall not apply to an applicant who has on file with the city clerk an affidavit certifying that the applicant has $25.000.000.00 in net assets and
facts demonstrating that the right of way user does not have a history of permitting
noncompliance within the city.- Single $5000.00 Performance & Maintenance Bond Form.

- Set of plans for the right of way work, including any traffic control plans.
- Traffic Control Plan is required for work in the street or impacting traffic.
Permits will not be approved without an executed bond form and certificate of insurance, with the City of Grandview named as additional insured on the certificate. Each Application shall be accompanied by payment of fees.

In accordance with section 48-118 of the Code of Laws of the City of Grandview no person shall construct, or reconstruct, or widen, or cause the construction, reconstruction, or widening of a private driveway within the public right-of-way along any public street or road within the city limits of the City of Grandview unless a Driveway Permit for the driveway has been issued by the City Engineer.
In addition to the application please submit plans showing details of the proposed driveway and the relationship of the proposed driveway to the surrounding area. NOTE: APPLICATIONS WILL NOT BE PROCESSED UNTIL COMPLETED IN FULL. PLANS SHOWING DETAILS OF THE PROPOSED DRIVEWAY MUST BE SUBMITTED WITH APPLICATION.

Requirements: A Public Improvements Permit is needed if a public improvement is being built by an entity other than MoDOT, the City or their contractors. A public improvement is defined as “any facility within a public right-of-way or a public easement which is owned or is intended to be owned by the city, including but not limited to grading, excavation, sidewalk, curb, gutter, street improvement, storm drainage and sanitary sewer”.
Before approval for construction of Public Improvements the City must receive the following:

Proof of approvals/permits from external agencies for sanitary sewer infrastructure must be provided

Right of way or easement documents
The public works department issues public improvements permits for new street, storm, or sanitary infrastructure or detention areas that will be conveyed to the City upon completion. Fee: The Public Improvement Permit fee is 6% of the construction estimate for the new infrastructure or detention area.
Approval and Acceptance: Upon construction completion and approval by Public Works, the improvements submitted to the Board of Alderman for acceptance by the City.
Bond Requirements: Except for projects involving only sidewalks, applicants must file with the City a guarantee the project shall be completely constructed in accordance to the approved plans and specifications and shall be free of defects due to faulty materials or workmanship for a period of two (2) years after the date of acceptance. A project will not be considered accepted until reproducible as-built plans of the project have been provided to the city and the city has provided the applicant with written acceptance. The guarantee shall be in the following form:
(1) A performance and maintenance bond on approved forms in the amount of one hundred (100) percent of the approved estimated construction cost; or
(2) An irrevocable letter of credit in a form approved by the city attorney in the amount of one hundred (100) percent of the approved estimated construction cost. -
For projects that involve only sidewalks, if a building permit for the adjoining property has been obtained, a certificate of occupancy will not be issued until such time as the sidewalk is complete and accepted by the City. The sidewalk will not be accepted until all forms are removed and the sidewalk backfilled.
The Public Works Department requires approval of construction completion and acceptance by the Board before releasing the construction bond. The two year performance bond period starts upon Board of Aldermen acceptance of the improvements.
Insurance Requirement: Public Improvements greater than $10,000 require a certificate of insurance with the City of Grandview indicated as additional insured, on the policy against liability for personal injury and property damage with a combined single limit of at least two million dollars ($2,000,000.00).
New Sanitary Sewer infrastructure: In addition to the above requirements for a Public Improvements Permit several other agencies must be contacted to determine if their permits are required, including the following:

in many cases the Missouri Department of Natural Resources (MoDNR) must also approve installation of new sanitary sewer infrastructure and issue a construction permit. Their approval process requires a letter addressed to MoDNR from the City indicating approval of the construction plans. The Little Blue Valley Sewer district or Kansas City Missouri, depending upon which treatment facility is applicable, must also approve the additional flow to their treatment facility. MoDNR will require proof of this acceptance on their application as well.

Tracer Wires: New requirements concerning the construction of sanitary sewer facilities have recently gone into effect and must be included in all plans. Following is a link to the legislation that significantly changed Misssouri 1 Call requirements and specify that tracer wires are required beginning January 1, 2016.

Other Improvements
Right-of-Way Dedications: All right of way and easement documents, by plat dedication, or separate documents, necessary for the construction and operation of the project and future maintenance must be received and approved by the City prior to the start of construction.
Street lighting: New street lights are to be considered as part of the Public Improvement permit process. In most cases street lights in the City of Grandview are owned by Evergy and leased by the City. Contact Evergy to determine their infrastructure availability and requirements. An electrical permit is required by the Grandview Community Development Department for lighting installation. The Board of Aldermen must also accept the lights upon installation. Additionally, in some cases, meters for electrical service will need to be installed.

An application for a permit authorized by this section shall be in writing, shall be dated, shall be signed by the applicant and shall contain, in addition, the following categories of information:
(1)The kind of equipment to be operated, with a reasonably detailed description of such equipment, including a statement as to its weight, height, width and length.
(2) The kind of commodity, if any, to be transported and a certificate as to its weight.
(3) The street or streets over which said equipment is to be operated.
(4) The date or dates the equipment is to be operated and the approximate time of said operation.
(5) The number of trips to be made when the nature, route, time and frequency of operation can be determined at the time the permit is issued.
Before any permit is issued under this section, the applicant shall file with the public works department a bond in an amount not less than a dollar amount equal to the number vehicles for which the permit is sought multiplied by twenty thousand ($20,000.00).
An application fee shall be charged for each permit according to the following schedule:
(1) Five dollars ($5.00) for single trip permits.
(2) Ten dollars ($10.00) for periods not exceeding thirty (30) days.
(3) Fifteen dollars ($15.00) for periods not exceeding sixty (60) days.
(4) Twenty dollars ($20.00) for periods not exceeding ninety (90) days.
(5) Fifty dollars ($50.00) for periods not exceeding one year.
