The City of Grandview relies on volunteers to serve on its various Boards and Commissions. The following includes information regarding duties, meeting schedules and the application for appointment consideration by the Mayor and Board of Aldermen.

Overview

APPOINTMENT TO A BOARD OR COMMISSION

Membership on any of the City’s boards or commissions is by appointment. Service is not compensated. Individuals interested in appointment are requested to fill out a simple application form and submit a letter of interest. The City of Grandview requires citizens appointed to a board or commission be current on all City taxes and fees. Any unpaid fees must be satisfied prior to appointment by the Mayor and Board of Aldermen.

After submitting an application, the Mayor and Board of Aldermen will interview the candidates prior to appointment. Candidates become official members once the Board of Aldermen ratifies the appointment at a Regular Session, and the candidate is given the oath of office.

BOARD AND COMMISSION SUPPORT

The majority of the City’s boards and commissions have a member of the Board of Aldermen appointed as a liaison. With the exception of the Historic Preservation Commission and Parks and Recreation Commission, the Board liaison is not a member of the board or commission and does not have a vote on matters before that board. Whether the Alderman is actively involved in the group’s discussions depends somewhat on the nature of the work the board or commission performs, as well as the desires of its members.

The Board liaison provides a communication link between a board/commission and the Board of Aldermen. If a board or commission needs direction on matters of city policy, or if it needs clarification of a stated policy on any matter, the Board liaison should be looked to first to relay that message to the Board of Aldermen. Likewise, if the Board of Aldermen has a specific project which it would like to have a board or commission undertake, the Board liaison would generally communicate that direction.

CONFLICTS OF INTEREST

Conflict of interest questions arise periodically at all levels of government and can become very complex. Generally, a legal conflict of interest occurs when you are slated to vote on a matter (1) involving you or a member of your family by blood or marriage; (2) involving a business owned in whole or in part by you or a member of your family; or (3) when the outcome could economically affect you, a member of your family, or a business owned in whole or in part by you or a member of your family. In such cases there is no question that you have a responsibility to disclose this information to the rest of the board and to abstain from any discussion and vote on the matter.

In addition to those situations in which there is a conflict of interest, all members must be aware of situations in which there is an appearance of a conflict of interest. In some cases a matter may be pending which would not benefit you or a member of your family in any way, but the general public may perceive that a conflict exists. In some cases, an individual’s alliance or allegiance to an organization, group or institution may leave doubt in the public’s mind as to that member’s ability to make an objective determination. Although there may not be any legal preemption from voting under such circumstances, prudence should prevail. You may want to consider stepping down on that issue.

Openness is generally the best policy. When these issues arise, discuss them with your staff or Board of Aldermen liaison, the Mayor, City Administrator or, if necessary, with the City Attorney. If you are in doubt, the safest course of action is to abstain from participating in any discussions on that particular issue. Abstention from an issue should include your physically leaving the room when the board is meeting during the period the matter is discussed or acted upon.

SUNSHINE LAW CONSIDERATIONS

According to State law, ALL employees, elected officials, and board or commission members are subject to the Missouri “Sunshine” law. As a member of one of the City’s boards or commissions you have a duty and legal responsibility to comply with the law and, under State law, can be fined for violating the law.

The Sunshine law governs public meetings and records. The emphasis is on disclosure and openness. Most of the meetings you attend will be considered public meetings under State law. There may be instances where you might have to attend a “closed” meeting. Closed meetings are generally rare events for any of the City’s boards or commissions.

Your staff liaison will provide you with information regarding the Sunshine law and its requirements. If you have any questions about it, you should contact your staff liaison or the City Clerk.

The most important thing to keep in mind is: if there is a quorum present and public business is discussed, you should probably consider it a meeting and be prepared to follow the requirements of the law.

Board of Aldermen

Regular Sessions: 2nd & 4th Tuesdays of each month at 7:00 p.m.
Work Sessions: 1st, 3rd & all odd Tuesdays of each month at 7:00 p.m.

The Board of Aldermen, as the governing body of the City, has the authority to give final approval to most development applications. The Board holds public hearings and makes the final decision on Comprehensive Plan Amendments, Zoning & Subdivision Text Amendments, Rezonings, Conceptual Development Plans, Planned Developments (PD), Conditional Use Permits, and Final Plat. The Board holds its business meetings on the second and fourth Tuesdays of the month at City Hall.

Citizens Advisory Committee on Transportation

Meets the 1st Thursday of every other month beginning in January at 7:00 p.m. - Liaison: City Engineer

Construction Code Appeals Board

Meets 3rd Wednesday of each month at 7:00 p.m. -- Liaison: Building Official
(Note: they do not hold regular monthly meetings)

Enhanced Enterprise Zone Board

Meets on as needed basis –Liaison: Director of Economic Development

Historic Preservation Commission (HPC)

2nd Wednesday of each month at 6:00 p.m. on an as needed basis.

The Historic Preservation Commission is the body charged with preserving the City’s historically and architecturally significant buildings and neighborhoods. The Commission takes action on Certificates of Appropriateness and Certificates of Economic Hardship. The Historic Preservation Commission meets on the second Wednesday of the month at City Hall. Parks & Recreation Commission

1^st Thursday of each month @ 6:00 p.m.

The Parks and Recreation Commission is an advisory body to the Board of Aldermen on the basic policies that guide the department in the administration of the parks and recreation program. The Parks and Recreation Commission is responsible for recommendations pertaining to the park and recreation needs of the city and programs to serve those needs.

Planning Commission (PC)

1st Wednesday of each month at 6:00 p.m. on an as needed basis.

The Planning Commission is appointed by the Board of Aldermen. The Planning Commission reviews most of the development applications submitted to the City, holds public hearings, and makes a recommendation for approval or denial to the Board of Aldermen. The Commission takes final action on preliminary plats. The Planning Commission meets on the first Wednesday of the month at City Hall. Public Hearing cases may be found at the City's Event Calendar. Tax Increment Financing Commission

Meet as necessary -- Liaison: City Planner

The City has a Tax Increment Finance (TIF) Commission that serves as an advisory board to the Grandview Board of Aldermen. Meetings are held on an as-needed basis when action is required by this Commission. TIF is a financial tool used to capture the increase in property taxes and sales taxes created from new construction. Up to 100% of the increase in property taxes and 50% of the increase in local sales taxes (the “increment”) following completion of a development can be captured within the TIF project area. The property tax and sales tax increment may then be used to reimburse a private developer for eligible expenses or to repay principal and interest on bonds used to finance the eligible expenses for a maximum of 23 years.

Zoning Board of Adjustment

3rd Wednesday of each month at 6:00 p.m. on as needed basis.

The Zoning Board of Adjustment is appointed by the Board of Aldermen. The Zoning Board of Adjustment considers appeals of staff decisions, requests for variances from conditional use requirements or from the zoning ordinance, and applications regarding changes or extensions of legal nonconformities. The Zoning Board of Adjustment meets on an as-needed basis. Public Hearing cases may be found at the City's Event Calendar.
