Boards and Commissions Members List

THE BOARDS AND COMMISSIONS

The following summaries provide basic information on the City’s standing boards and commissions. Occasionally there are special “ad hoc” committees created for a specific purpose. Those committees are subject to the same rules and requirements as listed above. 

The City’s standing Boards and Commissions are:

• Citizen’s Advisory Committee on Transportation
• Construction Code Appeals Board
• Enhanced Enterprise Zone Board
• Historic Preservation Commission
• Parks and Recreation Commission
• Planning Commission
• Tax Increment Finance Commission
• Zoning Board of Adjustment

These committees were established by ordinance or resolution, often based on guidelines set forth under State law. Their duties and powers are set by the City in conformance with State law.

CITIZENS ADVISORY COMMITTEE ON TRANSPORTATION

Membership:

• Seven members: 2 from each of the City’s three Wards, and 1 from the Board of Aldermen
• Two year terms
• Chairman elected annually in January; Vice Chairman selected by the Chairman
• Board of Aldermen member is non-voting, except in the case of a tie

Meetings:

• First Thursday of every other month beginning with January at 7:00 p.m.
• Can be cancelled by the Chairman if there is no business for the Committee; however, the Committee must meet at least every four months.

Powers and Duties:

•  To receive, consider and respond to citizen input regarding regulatory matters pertaining to transportation needs and concerns and other items as directed by the Board.
• To consider and recommend to the Board of Aldermen such actions and regulatory measures which are deemed to promote safe and healthful transportation conditions throughout the City of Grandview, whether initiated at citizen request, by referral of the Board or within the Committee.
• Full authority to accept or reject proposals submitted for its consideration.

CONSTRUCTION CODES APPEALS BOARD

Membership:

• Five regular members, 2 alternates
• Five year terms
• Chairman & Vice Chairman elected annually in May

Meetings:

•  Third Wednesday of each month where action is required at 7:00 p.m.
• Generally do not meet regularly

Powers and Duties:

• Hear appeals from enforcement of the Construction Code or the Minimum Standards for Buildings Code
• Determine the suitability of alternate materials and methods of construction.
• Provide a reasonable interpretation of the construction code
• Recommend legislation affecting the Minimum Standards for Buildings Code

HISTORIC PRESERVATION COMMISSION

Membership:

• Seven members: 1 from the Board of Aldermen, 1 from the Planning Commission, with the remaining members selected from the City's three wards. Emphasis shall be on professional members representing such disciplines as architecture, architectural history, planning, urban design, conservation, law, real estate brokerage, or other fields related to historic preservation, and residents of historic districts or potential historic districts.
• Three year terms
• All members are voting members; Board and Planning Commission members shall not hold office
• Chair and other officers as necessary elected annually

Meetings:

• Meets on the 2nd Wednesday of the month at 6:00 p.m. on an as needed basis. 

Powers and Duties:

• Review and administer laws and policies relative to historic, archaeological and architectural significant properties and structures within the City, including reviewing and nominating structures or properties for the State of Missouri Historic Register or the National Register of Historic Places.
• Hold public hearings related to historic preservation issues; monitor construction or alteration of historic structures or properties; and testify before other City commissions or boards on matters relating to historically significant properties or structures.

PARKS AND RECREATION COMMISSION

Membership:

• Nine members: 2 from of the City’s three Wards, 1 from Grandview C-4 School District, 1 from the Board of Aldermen, 1 At-Large member
• Five year terms
• All members are voting members
• President and other officers necessary elected annually
• The Commission has an attendance policy

Meetings:

• First Thursday of each month at 6:00 p.m.

Powers and Duties:

• Responsible for recommending to the Board of Aldermen the Parks and Recreation needs of the City of Grandview; and what programs are necessary to serve these needs.
• Responsible for the policy recommendations relating to recreation needs and programs, including recommendations for fees and charges related thereto.

PLANNING COMMISSION 

Membership:

• Seven members: 2 from each of the City’s three Wards, 1 At-Large member
• Four year terms
• Chairman and Executive Secretary elected annually in January
• Members also serve as members of the TIF Commission

Meetings:

• First Wednesday of each month at 6:00 p.m. on an as needed basis.

Powers and Duties

• Hear requests and make recommendations for changes to the Zoning District map, Zoning Ordinance Text or Subdivision Regulations.
• Review and recommend denial or approval of subdivisions of land.
• Make and adopt a Comprehensive Plan for the physical development of the City
• Make reports and recommendations relating to the plan and development, location, and financing of developments and public improvements in the City to insure their coordination with the City plan.
• Recommendations are subject to Board of Aldermen approval

TAX INCREMENT FINANCING COMMISSION 

Membership:

• Eleven members when approving or amending any redevelopment plans, projects or designating a redevelopment area: 6 municipal members and 1 alternate, 2 representatives from the affected school district(s), 2 members appointed by the chief elected officer of Jackson County, 1 person to represent all other districts levying valorem property taxes within the area selected as by the affected districts.
• Terms (non municipal members): length of time needed to approve or amend projects, plans or designate a project area.. Terms expire upon final approval of the project or plans, but members.shall be reappointed if changes or amendments are required for the plan.
• Terms (municipal members) 4 years
• Municipal members are also members of the Planning Commission.

Meetings: Meet as necessary

Powers and Duties:

• To make a finding and recommend as to whether a property is a blighted, conservation or economic development area in accordance with Chapter 99. of the State Statutes.
• To make reports and recommendations relating to any designated or proposed redevelopment areas/plans/ projects/proposals to the Board of Aldermen.

ZONING BOARD OF ADJUSTMENT

Membership:

• Five regular members and 3 alternates
• Five year terms.
• Elect Chairman and Vice Chairman annually in April

Meetings:

• Meetings called by Chairman as needed.
• Third Thursday of each month at 7:00 p.m. on an as needed basis.

Powers and Duties:

• Established according to Chapter 89 of the State Statutes.
• Hear appeals and grant variances to the Zoning Ordinance as will not be contrary to the public interest, cause a hardship, and will uphold the spirit of the ordinance (parking regulations, signage requirements, bulk regulations
• To hear and decide appeals regarding orders, requirements, decisions or determinations made by an administrative official in the enforcement of the Zoning Ordinance.
• To hear and decide all matters referred to it or upon which it is required to pass under the Zoning Ordinance.
• Work independently from Board of Aldermen.
