Alderman Thomas Rousey was born and raised in Cincinnati, Ohio. He enlisted in the U.S. Marines Crops in 1972. After 23 years he retired as a Master Sergeant (E8) in 1995. Thomas went on to work at MRI Global for 17 years and retired in 2012.

Thomas and his wife Colette moved from California to Grandview in 1992.
