What is zoning?
Zoning regulates how land is used, where a structure may locate on a lot, and how tall and large that structure can be. It also regulates other elements of site development, such as accessory structures, temporary uses, parking, landscaping, and signs.
What do I submit in order to get a building permit?
1) Three copies of a stake-out survey prepared by a licensed architect, engineer, or land surveyor are required. See site plan Standards below for specific requirements.
2) One set of building plans must be submitted. These plans must include the floor plans with all dimensions, wall sections, elevations, electrical, plumbing, HVAC, structural member materials (ceiling and floor joists, beams, and roof rafters) to include spacing, spans, sizes, grade, and species of lumber to be used.
3) A building permit application must be filled out and submitted with the stake-out survey and building plans mentioned above.
Can any sign(s) be placed in the city right-of-way?
Signs are not permitted to be placed in any public right-of-way. This includes the "common area" between the street and sidewalk and in street medians. Typically, right-of-way extends 11' inward from the curb
Is there a penalty for storing solid waste improperly?
Yes. A fine of up to $500 can be assessed for each violation. Each day the violation continues may be considered a separate violation.
How should I store trash at my home?
Residential solid waste stored outside a building should be placed in containers (90 gallons or less) specifically designed and made for trash storage and collection. The containers must be leak-proof and waterproof, and must be kept closed at all times. Yard wastes, however, shall be exempted from this requirement and may be stored outside in an approved container for a period not to exceed seven (7) days.
Am I required to put my trash at the curb for pickup?
Yes. Solid waste collectors may make available to their customers the option of trash pickup at or immediately behind the front line of your house.
What areas of my property must I mow?
In addition to the principal yard or lawn areas, you are responsible for mowing any areas between your property and the paved area of all adjacent streets including ditches, easements, alleys and unpaved rights-of-way.
When is my lawn/vegetation in violation of city code?
A violation exists when weeds or grasses are more than six (6) inches in height on platted tracts of land with lots less than two (2) acres in area or twelve (12) inches on unplatted land. A violation also exists if there is any vegetation which is poisonous to the touch, such as poison ivy, poison oak or poison sumac.
Where can I store my RV, camper, boat or trailer?
Grandview allows two of these items to be stored in either the side yard or the rear yard in residential districts. However, it must be located behind the front of the residence (in other words, not in the front yard) and in the case of a corner lot, cannot be located in the side yard adjacent to a street.

When is a Building Permit Required?
Building permits are required for any new roof covered structure over 30 square feet of floor area in size. For example, permits are required for the addition of sheds, garages or carports, patio and decks with or without covers, porches, room additions and basement finish projects. In addition, a building permit is also required for swimming pools and some hot tubs. A building permit is not required for the installation of residential driveways, however, there are standards that need to be met and a Public Works Improvement Permit may be required. Building permits are also required for commercial or industrial construction, remodeling, and additions.

According to the Insurance Institute for Highway Safety, nearly 2 million crashes annually occur in intersections. In 2007, red-light running resulted in almost 900 fatalities and 153,000 injuries. Red-light running is a problem. It is believed that an automated red-light camera program will reduce the number of red-light collisions and injuries associated with these crashes. The purpose of this program is to increase traffic safety in the City of Grandview. What is a subpoena?

Only those individuals that have been convicted after a trial, can Appeal (Trial D’Novo) their case to the Jackson County Circuit Court. A new judge will hear the case without reference to any previous findings The Municipal Judge must first set an appeal bond, which must be posted along with a filing fee of $30.00 made payable to the Jackson County Circuit Court.
Appeals must be filed within 10 days of sentencing in the Municipal Court, you will need to complete the appropriate paperwork, post the required appeal bond, and pay a $30.00 filing fee all made payable to the Jackson Circuit Court at the Grandview Municipal Court Clerk’s Office in order to perfect your appeal. You will be given a court date and time to appear at Jackson County for your appeal date.
Request for a jury may be made to the Municipal Court and the request will be forwarded to the Circuit Court for processing as authorized by statute.
Is there a way to pay for a ticket without appearing in Court?
Most tickets may be paid without appearing in Court. You must, however, pay the ticket before your court date. If the ticket is not paid before your court date and you do not appear in court, a warrant for your arrest may be issued.

No appointment is necessary, but you are required to bring the fingerprint cards that will be used, and you must be prepared to wait, as arrested persons may be processing.
If I have a complaint against an officer, what should I do?
The Department is committed to maintaining a professional force. If anyone has a complaint concerning an officer's actions, he/she is encouraged to speak with a Department representative about the incident. He/she may also obtain a complaint form in the lobby of the police department, or one may be downloaded from this website and submitted by mail. No one should feel that any sort of retaliation will come as a result of complaint. The department will diligently investigate the complaint and implement corrective measures if they are warranted.
Why do they ask so many questions when I call the police?
Police call takers are trained to get as much information as possible in order to determine the nature of the problem and its seriousness. For your information, while the police call taker is trying to obtain the necessary information, in most instances, they have already dispatched police vehicles to the scene. The City of Grandview Police department does not take reports over the phone. We feel that it is important that an Officer respond to your home or business and talk with you directly while taking a report. You should pay the ticket by mail or in person to the office of the Municipal Court. The reverse side of the ticket will have information regarding payment. Certain charges will require a court appearance, which will be noted on the ticket.

If you received a traffic ticket and you feel that it was issued in error, then we encourage you to set up a hearing before a judge. To do this, do not pay the traffic ticket, but appear in court on the date and time set on the ticket.

Officers generally do not actively get involved in civil disputes as they are not empowered by state statute to do so. These incidents are best dealt with by contacting an attorney or the courthouse. However, do not hesitate to call for an officer in any situation, as he/she will recommend some options available to you.
Why do officers shine so many lights when they stop a vehicle?
Officers are trained to utilize lighting techniques to illuminate a vehicle for the safety of themselves and the occupants of the vehicle, and it is not meant to be something that is annoying or a form of harassment.
