Right-of-Way Permits
The City of Grandview requires that any person(s) performing work in the City’s right-of-way obtain a permit for such work prior to commencement of work. In some cases, repairs may be performed as an emergency situation by a utility company in order to restore or prevent loss of service to its customers. In the case of an emergency repair, the utility company or its contractor must apply for the required permit by the next business day following commencement of the emergency repairs. Tree trimming and the replacement of utility poles and related equipment at an existing location or immediately adjacent to an existing location does not require a permit. Permanent repairs to any excavated areas (lawn, driveway, street) must be completed within 15 days of the excavation.
For Right-of-Way permits involving street cuts the applicant shall restore all surfaces equal to or better than their original condition unless otherwise specified. This includes street restoration of excavations required for the repair of existing sanitary service connections. The top of all pavement repairs shall be flush with the existing pavement. Curb and gutters are to be replaced with MCIB Mix No. A-556-1-2 or WA-610-1-4.
Per Section 3 of Ordinance No. 5255, in order to obtain a permit the applicant must submit to the City:

- Set of plans for the work on the right of way
Erosion & Sediment Control Permits:
If your project will involve the disturbance of more than one acre of land it meets the definition of a project requiring a City of Grandview Site Development Permit as defined by Ordinance No. 6198.
Fee: $500.00
The requirements of the erosion and sediment control plan(s) are listed in section IV of the ordinance. Failure to address all requirements may cause delay in issuance of the permit and the start of your project.
A Site Development Permit must be obtained prior to any land disturbance on this property.
Please note that this permit does not replace any required MoDNR construction permit and it is the responsibility of the owner, developer, or contractor of the project to pursue and/or satisfy any other or additional federal or state permitting.

Driveway Permits
In accordance with Section 26-74 of the Code of Laws of the City of Grandview no person shall construct, or reconstruct, or widen, or cause the construction, reconstruction, or widening of a private driveway within the public right-of-way along any public street or road within the city limits of the City of Grandview unless a Driveway Permit for the driveway has been issued by the City Engineer.
In addition to the application please submit plans showing details of the proposed driveway and the relationship of the proposed driveway to the surrounding area.

Public Improvement Permit
Requirements: A Public Improvements Permit is needed if a public improvement is being built by an entity other than MoDOT, the City or their contractors. A public improvement is defined as “any facility within a public right-of-way or a public easement which is owned or is intended to be owned by the city, including but not limited to grading, excavation, sidewalk, curb, gutter, street improvement, storm drainage and sanitary sewer”.
Before approval for construction of Public Improvements the City must receive the following:
- 2% public Improvement fee
- Two year performance bond or letter of credit Public Improvements Performance & Maintenance Bond
- certificate of insurance
- Proof of approvals/permits from external agencies for sanitary sewer infrastructure must be provided
- Right of way or easement documents
Floodplain Development Permit and Overweight Permit
Before any permit is issued, the applicant shall file with the public works department a bond in an amount not less than a dollar amount equal to the number vehicles for which the permit is sought multiplied by twenty thousand ($20,000.00). Said bond shall be payable to the City of Grandview and conditioned upon the applicant's payment to the City of Grandview of the sum of money necessary to repair any damage which might be occasioned to any public street or publicly owned fixture appurtenant to such street by virtue of the operation of any vehicle operated pursuant to a permit issued under this section. Venue of any lawsuit for recovery upon said bond shall be in Jackson County, Missouri, and any bond issued hereunder shall contain an unambiguous contractual provision to that effect.
(d) An application fee shall be charged for each permit according to the following schedule:
(1) Five dollars ($5.00) for single trip permits.
(2) Ten dollars ($10.00) for periods not exceeding thirty (30) days.
(3) Fifteen dollars ($15.00) for periods not exceeding sixty (60) days.
(4) Twenty dollars ($20.00) for periods not exceeding ninety (90) days.
(5) Fifty dollars ($50.00) for periods not exceeding one year.
The proper fee shall accompany each application for permit.
